Department of Health and Human Services/Office of Community Services
The Department of Health and Human Services, Office of Community Services, is the United States government's principal agency for protecting the health of all Americans and providing essential human services, especially for those who are least able to help themselves. The Office of Community Services (OCS) supports organizations that address the economic and social needs of the urban and rural poor at the local level by providing grant monies and technical assistance to these organizations. OCS has provided grant funding in support of the Safe Drinking Water Trust.

Rural Community Assistance Parthership (RCAP)
The Rural Community Assistance Parthership (RCAP) operates as a national service delivery network of six regional partners and a national office in Washington, D.C. Every year, more than 200 RCAP specialists provide technical assistance, training, and financial resources to more than 2,000 small rural communities in all 50 states, Puerto Rico, and the U.S. Virgin Islands. The Safe Drinking Water Trust is a subsidiary of RCAP.
